“The president should set legislation to combat terrorism instead of declaring a state of emergency,” constitutional law Professor Tharwat Abdel Aal told CBC TV channel Saturday.
Article 254 of the newly adopted constitution entitles the president to “impose a state of emergency, but it could affect normal people and not only terrorists,” Aal said, adding that article 237 “entitles him to pass legislation to take all necessary measures to combat terrorism, especially since there is no parliament at the moment.”
