Boutros Ghali, former Secretary General of the United Nations, said that the phenomenon of terrorism appeared in several countries like Latin America and Mexico, and is not limited to the Arab world.
He explained that negotiation is needed in such situation, which may take a lot of time to achieve some results.
He added that we can resort to a friendly country or the United Nations to play the role of mediator.
