The wise never builds his house on the sand, on moving and unstable land, as the foolish does (Mt 7: 5), but rather builds it on the rock. Building on the rock: It signifies building on deep faith in God, on sound understanding of His commandments, or on strong firm foundation of love for God, for people, and for good.
